"The all" (both Gentiles and Jews). {That he might have mercy} (\hina--eleˆsˆi\). Purpose with \hina\ and aorist active subjunctive. No merit in anyone, but all of grace. "The all" again, who receive God's mercy, not that "all" men are saved.
