One being that he is a sinner like all the rest; he knows, God knows; he asks God to hear his repentance. Many use his honest and contrite observance in ashes and sackcloth as opportunity to defame him even in bar room song. He is being reproached by the enemy because of his stance for God, he is misunderstood and deserted by his friends and family as well. He sees the poor and widowed in a sense as being inflicted by God and his God given duty to stand in the gap against those who seek to devour the poor and widowed for their own gain. Though it all could be overwhelming he knows that His strength and refuge is and will always remain in God.

That He has chosen Israel, He will dwell in Zion; that from the fruit of David: Jesus He will set His throne; that His priests will be clothed in righteousness and salvation and His people will shout for joy. How will this be when it has not been so for a long time? "Let" may be the key word.

The Angel intends to change the filthy clothes of the priest (cleansing) and alter his mitre (position of authority). The Branch (Messiah) will remove the iniquity of the land in one day.
