The glory began fading and Moses began wearing a veil so as not to show the diminishing. Paul is saying that this was symbolic of the fading glory of the Law, it wasn't meant to remain as 'the' exceeding glory, it was meant to become a schoolmaster, as the sting of death. Liberty in Christ is 'the' exceeding glory, it cannot fade, the veil has been lifted. The Jews have yet to be awakened to this fact until the time of the Gentiles be complete.
